Worst Cat Litters: Four Bags, Four Dust Lines (2026)
Worst cat litters are not one bargain bag. Cornell names dusty litter as one suspected asthma irritant. These four bags do not share a scent, a grain, or a dust percent.

This score is editorial — based on labels, recall history, and veterinary guidance, not a lab test. How we evaluated.
Match the dust line, then stop
Worst cat litters are not one dust cloud and not one perfume. Dr. Elsey’s Ultra is natural clay, unscented, with no perfumes or deodorants on the brand page, and that page says 99% dust-free. A shop card for the 40 lb bag says 99.9%. ARM & HAMMER Cloud Control Platinum is the 18 lb listing with a hypoallergenic light scent, a 99.9% dust-free line, and baking soda. The brand’s Cloud Control page also says 100% dust free and a 7-day odor guarantee, while the Platinum listing says 14 days. Sustainably Yours small grain is corn and cassava only, with virtually no dust as a brand claim, and the small grain is the fast-clumping grain, not the low-tracking grain. Naturally Fresh on the linked listing is a 30 lb unscented walnut bag with a low-dust line. Cornell names dusty kitty litter among suspected asthma irritants. The score 4.3 is an editorial label fit for keeping those lines apart.

How we evaluated
This evaluation uses published product labels, guaranteed analyses, and recall records.
The score is an editorial label fit for worst cat litters. This page uses Cornell’s asthma notes plus the four bags already linked. A dust percent stays on the page that printed it. A scent stays on the bag that printed it. No bag here is a diagnosis.
Editorial evaluation from published labels / literature — not a lab test or boarding trial.
Editorial picks are not sold to brands. How we make money.
What Cornell says about dusty litter
Cornell’s asthma page says feline asthma is a constriction of the airways. Suspected allergens include tobacco smoke, dusty kitty litter, vapors from household cleaning solutions and aerosol sprays, pollen, mold, dust mites, smoke from fireplaces and candles, and even some foods. Richard Goldstein, DVM, says that keeping cats away from cigarette smoke, dust mites, irritating cat litter, and other bronchial irritants is how owners lower the chance a cat will need asthma treatment. The page does not name these four bags, and it does not print a dust percent.
A second Cornell page says asthma affects between 1 and 5 percent of cats, with an average age at diagnosis of 4 to 5 years. Signs include difficulty breathing, wheezing, rapid breathing, coughing or hacking, open-mouth breathing, or vomiting. Those signs can be an acute crisis or a chronic cough. Cornell says drugs for other conditions may harm a cat with asthma. A new bag is not those drugs. A color-changing silica litter is a separate product at PrettyLitter’s color cue.

Dr. Elsey’s Ultra unscented clumping clay
Best for: A single-cat or multi-cat home that wants this unscented clay and can lift the 40 lb bag
- Linked bag
- 40 lb Ultra. Ultra+ and Classic are different bags.
- Ingredient line
- Natural clay. The brand page does not add perfume, baking soda, or a plant.
- Dust line on the brand page
- 99% dust-free. A shop card for this 40 lb bag says 99.9%.
- Grain
- Heavy non-tracking granules combined with medium grain clay.
- Box on the brand page
- Fill 3 to 4 inches. Scoop twice daily. Do not flush.
The linked bag is Dr. Elsey’s Ultra, the 40 lb unscented clay. The brand page lists one ingredient, natural clay. It says Ultra is 99% dust-free, low tracking, and hard clumping, and that it controls odor without perfumes or deodorants. The formula on that page combines heavy non-tracking granules with medium grain clay. Directions say to fill a clean, dry box with 3 to 4 inches, scoop twice daily, add litter as needed, and dispose of used litter in the trash. The page says do not flush. The brand FAQ says quartz is naturally mined and present in all of their clay litter, that some pieces are larger than others, and that they are not harmful. The same FAQ says their litter does not contain crystalline silica dust, and that their silica gel litter is a separate amorphous product. Ultra’s ingredient line is still natural clay. Do not rename this bag silica gel.
A shop card for the 40 lb bag says 99.9% dust free. That is not the percent on the brand page opened here. Leave both. Ultra+ is the brand’s longer-lasting bag, and Classic is the larger, denser particle. Do not paste either onto Ultra. The brand also says Ultra, Clean Tracks, and Paw Sensitive are hypoallergenic. A separate Ultra Litter Attractant is not this bag. The FAQ says not to use that attractant with paper, corn, pine, perfumed, cedar, or other litters that contain baking soda or deodorizers. Cloud Control is a baking-soda litter. The attractant warning stays on the attractant.
Pros
- The unscented line and the 99 percent line are on the same brand page
- The brand FAQ leaves quartz in the clay and does not call it harmful
Cons
- A shop card upgrades 99 percent to 99.9 percent
- Ultra+ is a different bag with its own odor line

ARM & HAMMER Cloud Control Platinum multi-cat clumping litter
Best for: A multi-cat home that wants this light scent and has read that it is not an unscented bag
- Linked bag
- 18 lb Cloud Control Platinum, multi-cat.
- Scent
- Hypoallergenic light scent. It excludes 26 scent allergens and is still scented.
- Dust on the listing
- 99.9% dust-free. A footnote says 0% dust in air after pouring, measured July 2016.
- Odor clock
- The listing says 14 days and 10% more odor eliminators than regular Cloud Control.
- What the other page says
- The Cloud Control brand page says 99.9% and also 100% dust free, with a 7-day guarantee.
The linked bag is ARM & HAMMER Cloud Control Platinum, 18 lb, multi-cat. The listing says it is 99.9% dust-free, with Dander Shield Technology for airborne dander when scooping, and a hypoallergenic light scent that excludes 26 known scent allergens based on Annex III of EU Cosmetic Regulation 1223/2009. Light scent is still a scent. It is not Dr. Elsey’s unscented line. The listing says the Platinum formula has 10% more odor eliminators than regular Cloud Control and is made with ARM & HAMMER baking soda. The same listing says 14-day odor control. A listing footnote says a third party conducted deodorization testing in August 2018, and another says 0% dust in air after pouring was measured in July 2016. That 0% line and the 99.9% line are both on the listing. Do not average them.
The brand’s Cloud Control page, titled Breathe Easy, says 99.9% dust free in one bullet and 100% dust free in the body, and it says 7-day odor control, guaranteed. Do not move that 7-day guarantee onto the Platinum 14-day line, and do not move 100% onto the 99.9% listing. An ARM & HAMMER FAQ says all of the brand’s cat litters are 99% dust-free, and a Clump & Seal answer says all of the brand’s cat litters contain baking soda. Feline Pine pellets are a different litter. One details row on the Platinum listing says the item form is a pellet and another materials cell says platinum. The product is sold as clumping litter. Do not treat that row as pine pellets. Slide, AbsorbX unscented, and Double Duty are other formulas.
Pros
- The light scent is named, so it cannot be filed as unscented
- The 14-day listing and the 7-day brand page stay apart
Cons
- 99.9 percent, 100 percent, 99 percent, and 0 percent are all in print
- A details row calls the form a pellet

Sustainably Yours small-grain cat litter
Best for: A home that wants this unscented plant litter and has read that small grain is the fast-clumping grain
- Linked bag
- 10 lb small-grain listing. A 13 lb bag is a different size.
- Ingredients
- Corn and cassava. The brand FAQ says nothing else.
- Grain job
- Small grain for faster clumping. Large grain for minimal tracking.
- Scent and dust
- No fragrance on the listing. Virtually no dust is the brand claim.
- Depth
- The listing says 2 to 3 inches. The FAQ says at least 3 inches.
The linked bag is Sustainably Yours small-grain formula, 10 lb on the listing. The brand FAQ says the litter is cassava and corn and nothing else. Small grain is for faster clumping. Large grain is for minimal tracking. A mixed-grain choice on the listing is a third bag. Do not give the small grain the large grain’s tracking line. The listing says the litter is made exclusively from corn and cassava, never uses fragrance, and is soft on paws. Virtually no dust is the brand’s claim for the machinery that removes dust. It is not a printed percent, so it is not Dr. Elsey’s 99% and not Platinum’s 99.9%.
The listing directions say to place 2 to 3 inches in the tray. The FAQ says to place at least 3 inches and to refill to that minimum. Do not merge 2 to 3 with at least 3. The transition note on the FAQ says to start with two inches of this litter plus one inch of the current litter, and to repeat that until the cat is comfortable. That is the brand’s note. It is not a seven-day chart. The FAQ also says abnormally dark yellow clumps might mean the cat is underhydrated, and that the brand cannot exclusively source organic raw materials. A Multi-Cat Plus bag that adds more cassava, and any flush note attached to that other bag, stays off this 10 lb card. Color-changing silica is a different product: PrettyLitter’s color cue.
Pros
- The ingredient list stays at corn and cassava
- Small grain and large grain keep different jobs
Cons
- The listing depth and the FAQ depth do not match
- The brand cannot claim an exclusive organic supply

Naturally Fresh walnut shell cat litter, unscented
Best for: A home that wants this walnut shell bag and can keep the multi-cat listing off the 1-to-2-cat formula
- Linked bag
- 30 lb unscented multi-cat listing. A 26 lb bag is a different size.
- Material
- Walnut shells. The brand calls them a food byproduct.
- Dust line
- The listing says low dust and free of harmful silica dust. It does not print a percent.
- Clump line on the listing
- Hard clumps in as few as 15 minutes.
- What stays on quick-clump
- That formula is for one or two cats and says it absorbs at least 3 times more than a leading clay.
The linked bag is Naturally Fresh walnut shell litter, unscented, multi-cat, 30 lb. The listing says it is made from walnut shells, produces hard clumps in as few as 15 minutes, is low dust, low tracking, non-GMO, made from a food byproduct, and produced in solar-run facilities. It also says the litter is free of harmful silica dust. Those are listing claims. The brand’s formula finder says the products are free of harmful silica dust, low tracking, and made in a solar-powered facility. It lists Multi-Cat separately from Quick-Clumping, Ultra Odor Control, and Harmony. Quick-clump is the one-or-two-cat formula. Harmony uses essential oils. Ultra Odor is the probiotic formula. Do not paste those onto this unscented multi-cat listing.
The quick-clump page says tight clumps in as little as 15 minutes, a fill of three inches, and scooping at least once a day. It also says absorption is at least 3 times the leading clay litter. That 3-times line stays on the page that printed it. A 26 lb multi-cat bag is a different size from this 30 lb listing. The brand’s 2022 note, written with the Pet Sustainability Coalition, says a life-cycle study found nearly 42% fewer fossil fuels, 97% fewer mineral resources, and 130% fewer greenhouse gases than clay litter, with the greenhouse figure including carbon uptake from walnut trees. That study is the brand’s citation. It is not a dust percent, and this page did not run it.
Pros
- The 30 lb listing stays unscented and off the scented Harmony formula
- Low dust is not rewritten as a zero-dust percent
Cons
- Quick-clump, Ultra Odor, and Harmony are different formulas
- A 26 lb multi-cat bag is not this 30 lb listing
What has to stay on its own bag
Unscented is a printed line on Dr. Elsey’s Ultra, on Sustainably Yours, and on the Naturally Fresh listing. Cloud Control Platinum prints a light scent. Calling that scent allergen-free does not erase it. The 26-allergen exclusion cites Annex III of an EU cosmetic regulation. It is not a veterinary asthma trial.
Depth stays on its own card too. Dr. Elsey’s says 3 to 4 inches and twice-daily scooping, and it says do not flush. Sustainably Yours says 2 to 3 inches on the listing and at least 3 inches on the FAQ. Naturally Fresh quick-clump says three inches and at least once a day, and that page is the one-or-two-cat formula. Do not copy one depth onto the other three, and do not copy a flush permission onto the clay bag that says not to flush.
Use one of these bags when
- Each dust percent stays on the page that printed it
- A light scent stays a scent
- Small grain stays the fast-clumping grain
- Cornell's asthma signs stay a veterinary visit
Skip the bag swap when
- None of these bags treats asthma
- 99 percent, 99.9 percent, 100 percent, and 0 percent are all in print
- The Platinum listing is not the unscented clay
- Quick-clump's 3-times line does not move onto the 30 lb bag by itself
Worst cat litters FAQ
Does one dust percent describe all four bags?
No. Dr. Elsey’s brand page says 99% dust-free, and a shop card for the 40 lb bag says 99.9%. Cloud Control Platinum’s listing says 99.9%, with a footnote that says 0% dust in air after pouring. The Cloud Control brand page also says 100% dust free, and an ARM & HAMMER FAQ says the brand’s cat litters are 99% dust-free. Sustainably Yours says virtually no dust and does not print a percent. Naturally Fresh says low dust and does not print a percent.
Is Cloud Control Platinum unscented because the scent is called allergen-free?
No. The listing calls it a hypoallergenic light scent that excludes 26 known scent allergens. That is still a scent. Dr. Elsey’s Ultra says no perfumes or deodorants. Sustainably Yours says it never uses fragrance. The Naturally Fresh listing says unscented. A light scent does not join that group.
Is the small Sustainably Yours grain the low-tracking grain?
No. The brand says small grain is for faster clumping and large grain is for minimal tracking. The linked bag is the 10 lb small-grain listing. A 13 lb bag and a mixed-grain bag are different. The listing says 2 to 3 inches. The FAQ says at least 3 inches. Corn and cassava are the only ingredients on the FAQ.
When is a cough a veterinary visit rather than a different bag?
Cornell names dusty kitty litter among suspected asthma irritants, along with tobacco smoke, cleaning vapors, and other airborne particles. Signs on Cornell’s asthma page include difficulty breathing, wheezing, rapid breathing, coughing, and open-mouth breathing. Those signs are a veterinary visit. Swapping one of these four bags is not that visit, and none of these labels is an asthma treatment.
